Master engineer is the guy in blue who gives you crafting blueprints (Not the artifact) to craft new weapons, explosives, or drugs. In order to get a crafting recipe, you need to have 1-2 artifacts. Each artifact has a different category. You can also donate artifacts you don't need to raise your faction's reputation. Each donated artifact will give 1k (1000) reputation. Read more about it here
