Malcolm is the black guy in the blue suit that sells top tier weapons. Usually the weapons you can't find in the core. In order to trade with him, you need at least 30k (30,000) reputation with The Family. The more zones The Family holds in sector control, the more good weapons this guy will spawn. He can be found on the 2nd level of Vault Technologists headquarters
