All up to date Information about Perks, Traits and Weapons can be found on the Character Planner.
It will always be the most up-to-date information regarding those things.
For Character Extras: Just hover over what Perk or Trait you want to know the description of, and it will tell you.
For Weapons: Select the Weapon you are interested in through the Drop-Down Menues on the Bottom.
