Healing uses 100 ap, regardless of character stats or perks. The First Aid skill adds a cooldown called "Bandaged," which goes up to 100%. As the bandaged cooldown goes higher, less and less HP is healed per first aid session. Needless to say, the amount healed depends on your first aid skill.
