Blob is the robot that sells armors. He accepts caps as payment. Deckard is the old man in the red shirt that sells you usually from tier 1 to tier 2 weapons. And as always, he takes caps. They both can be found in the 2nd level of the V-Technologist headquarters next door to Jodie.
